The New Jersey Department of Transportation's (NJDOT) Bureau of Safety, Bicycle and Pedestrian Programs (BSBPP) reviews and approves all projects as Subject Matter Experts (SMEs) to ensure compliance with the Complete Streets Policy. Complete Streets Comprehensive Solutions Handbook, Standard Operating Procedures, and checklists have been developed and updated to assist NJDOT Project Managers and Designers to ensure that concepts and designs adhere to the policy.

The CS Handbook presents procedures for implementing Complete Streets across all project types, informs practitioners of possible constraints, the range of available solutions, and guidance on how to best implement the CS Policy.

NJDOT Complete Streets Standard Operating Procedure (SOP) (pdf 239k)
The SOP details the process for Complete Streets compliance in the Full Scope and Limited Scope CD Phases and demonstrates the process for Complete Streets compliance in the PE Phase (Full Scope Project) or FD Phase (Limited Scope Project).

NJDOT Complete Streets Checklists (pdf 1.26m)

The checklists apply to all NJDOT projects that undergo the Capital Project Delivery (CPD) Process and is intended for use on projects during the earliest stages of the design phases to ensure bicycle and pedestrian considerations are included in the project budget. The Project Manager is responsible for completing the applicable checklists and must work with the Designer to ensure that checklists have been completed as required in each phase prior to advancement of a project to the next phase of design.
