Issue Letter of Intent

Spring 2026

Purpose

The purpose of this project is to replace the existing Route 9W Bridge over I-95, Routes 1&9, 46, and Route 4, located at Route 9W Milepost 0.05 in Fort Lee Boro, Bergen County.

Goals and Objectives

The goals and objectives of this project are to replace the structurally deficient and functionally obsolete bridge; minimize or eliminate controlling substandard design elements within project limits; minimize traffic impacts during construction; develop an expedited construction schedule that minimizes inconvenience to the public; and minimize future bridge maintenance costs.

Bridge Needs

Replace structurally deficient and functionally obsolete Route 9W Bridge over I-95, Routes 1&9, 46, and Route 4 (Structure No. 0209-150).

Roadway Needs

Although the main purpose of this project is to remove the bridge from the Structurally Deficient and Functionally Obsolete categories, the existing road was evaluated to assess any deficiencies that warranted correcting while the bridge replacement is being completed. Existing deficiencies include:

• Lack of shoulders on the bridges and both approaches
• Substandard lane widths (outside lane with no shoulders) on the bridge and both approaches
• Substandard lateral clearance to piers and abutments
• Substandard vertical underclearance
• Substandard bridge railing and approach guide rail
• Substandard pedestrian facilities

• Installing new 8-foot wide shoulders on Route 9W (Fletcher Ave).
• Improving pedestrian connectivity by providing continuous 6-foot-wide sidewalks on both sides of the Route 9W (Fletcher Ave) bridge.
• Improving vertical underclearance to meet NJDOT standards and improving lateral clearance for the roadways below.
• Replacing bridge-mounted signs with approach sign structures.
